Quebec will not increase the immigration levels

Despite business appeals for increased immigration, Quebec will maintain its 50,000 levels for 2024 and 2025. In addition, Premier Francois Legault announced new rules, including a French test for some Temporary Foreign Workers to renew their work permits. He emphasized the importance of French for long-term immigration. Lower immigration levels are maintained despite labour shortages, a falling birth rate, and an aging population, as Legault cites difficulties integrating higher numbers. The government believes an influx of non-French-speaking immigrants is causing a language decline.
