On March 14, 2024, The Canadian Government announced changes to the pre-removal risk assessment (PRRA) for individuals from the Nagorno-Karabakh region of Azerbaijan. Concerns persist over the region’s situation, posing potential risks upon return. Those who received negative decisions from the Immigration and Refugee Board of Canada or the Federal Court between March 15, 2023, and March 14, 2024, may now qualify for PRRA, contrary to the usual 12-month waiting period. Eligible individuals will be notified by the Canada Border Services Agency and must maintain updated PRRA applications. However, eligibility does not ensure a positive outcome, as each case will be assessed individually by IRCC officers. Notably, those receiving negative decisions after March 14, 2024, are ineligible for PRRA for 12 months, considering recent assessments of country conditions during the refugee claim or PRRA processes.
