Canada proposes stricter regulations for immigration consultants with heavy penalties

Immigration, Refugees and Citizenship Canada (IRCC) has announced draft regulations aimed at strengthening oversight of immigration consultants and introducing hefty penalties for violations. The new rules, published in the Canada Gazette, propose fines of up to $1.5 million for representatives who advise clients to misrepresent themselves. The regulations will enhance the College of Immigration and Citizenship Consultants’ authority, establish a compensation fund for victims of unethical consultants, and require public disclosure of violations. Following stakeholder feedback, these measures are set to be implemented in 2025.
