Quebec immigration changes: Major shifts in policy for 2025

Quebec is implementing significant changes to its immigration system in 2025, with new policies affecting multiple immigration streams. The province plans to welcome between 48,500 and 51,500 immigrants, maintaining levels similar to previous years. Economic immigration will comprise 72% of admissions, strongly emphasizing French proficiency – and targeting 95% francophone immigration through economic pathways. Notable changes include suspending the Quebec Experience Program (PEQ) Graduate stream until June 2025, stricter French language requirements for graduates, and new country-specific caps on skilled worker programs.
