NOTE: The Government of Canada says details on how individuals can apply for Canadian permanent residence through the Agri-Food Immigration Pilot will only be available in early 2020.

Eligible Occupations

The Agri-Food Immigration Pilot encompasses a range of occupations and industries within the agriculture and food processing sectors. If you have experience in any of the following roles, you may be eligible to apply:

  1. Meat Processing
  2. Retail Butcher
  3. Industrial Butcher
  4. Food Processing Laborer
  5. Harvesting Laborer for Year-Round Mushroom Production and Greenhouse Crop Production
  6. General Farm Worker for Year-Round Mushroom Production, Greenhouse Crop Production, or Livestock Raising
  7. Farm Supervisor and Specialized Livestock Worker for Meat Processing, Year-Round Mushroom Production, Greenhouse Crop Production, or Livestock Raising

Eligibility Requirements

To be considered for Canadian permanent residence under the Agri-Food Immigration Pilot, candidates with work experience in the eligible occupations must meet the following requirements:

  1. 12 months of full-time, non-seasonal Canadian work experience in the “Temporary Foreign Worker Program” in one of the eligible occupations.
  2. A Canadian Language Benchmark level 4 in English or French. This language requirement ensures that applicants have the necessary communication skills to succeed in the Canadian workplace.
  3. The foreign equivalent of a high school level education or higher. This educational requirement ensures that applicants have the foundational knowledge and skills necessary to contribute to the industry.
  4. An indeterminate job offer for full-time, non-seasonal work in Canada, outside of Quebec, at or above the prevailing wage. This job offer ensures that applicants have a secure and stable employment opportunities in the country.

2-Year LMIA for Employers

Employers in the meat processing sector who participate in the Agri-Food Immigration Pilot will receive a significant benefit—a two-year Labour Market Impact Assessment (LMIA). This assessment enables eligible employers to support their temporary foreign workers in obtaining permanent residency.

To qualify for the LMIA, meat processors must outline their plans to assist the temporary foreign workers in their journey towards permanent residency. Unionized meat processors require a letter of support from their union, while non-unionized meat processors must meet additional requirements to ensure the protection of the labor market and migrant workers, as emphasized by IRCC (Immigration, Refugees and Citizenship Canada).
