Canada needs more pathways to permanent residency for temporary foreign workers, according to Naomi Alboim, a senior policy fellow at Toronto Metropolitan University and former deputy minister of immigration. Alboim suggests including foreign workers in a permanent system for occupations with a real need and dependency on temporary foreign workers. According to the latest reports from Statistics Canada, there were 465,350 foreign nationals with work permits through the International Mobility Program (IMP) in Canada in 2022. As of April 30, 249,060 foreign workers have been admitted through the program in the first four months of this year, and the IMP is expected to close the year with an even higher number.
