What is the Atlantic Pilot Immigration Program?
The Atlantic Pilot Immigration Program is a partnership between the Government of Canada and the four Atlantic Provinces: New Brunswick, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island. This program focuses on addressing the specific labor market needs of the Atlantic region by welcoming skilled workers and international graduates who have the potential to contribute to the local economy.
Benefits of the Atlantic Pilot Immigration Program:
-
Job Offer Requirement: One of the key advantages of the Atlantic Pilot Immigration Program is that it allows candidates to apply for permanent residence without a job offer. However, candidates must have a job offer from a designated employer in one of the Atlantic Provinces to be eligible.
-
Provincial Endorsement: To participate in the program, candidates must obtain a provincial endorsement from one of the four participating provinces. This endorsement demonstrates that the candidate’s skills and qualifications align with the specific labor market needs of the province.
-
Pathway to Permanent Residence: Successful applicants under the Atlantic Pilot Immigration Program will be granted a work permit and a nomination for permanent residence. This nomination significantly enhances their chances of obtaining Canadian permanent residency.
Eligibility Criteria:
To be eligible for the Atlantic Pilot Immigration Program, candidates must meet the following requirements:
-
Job Offer: Candidates must have a full-time, non-seasonal job offer from a designated employer in one of the four Atlantic Provinces. The job offer must meet certain criteria related to wages, working conditions, and the employer’s commitment to settlement support.
-
Education: Candidates must have completed at least a high school diploma or post-secondary education equivalent to a Canadian credential. The educational qualifications should be assessed by a designated organization.
-
Language Proficiency: Candidates must demonstrate proficiency in English or French through approved language tests. The language requirements may vary depending on the occupation and the province.
-
Settlement Plan: Candidates must have a comprehensive settlement plan, which includes details about their intention to live and work in one of the Atlantic Provinces and their commitment to integrating into the local community.

Below are three programs which an employer can use to hire someone:
- Atlantic High-Skilled Program
- Atlantic Intermediate-Skilled Program
- Atlantic International Graduate Program
Every single program has requirements that you (Employer) and the candidate must meet. Before you make a job offer, you must have a title by the provincial government of the Atlantic province where the candidate will be working. Once you make a job offer, you and the candidate will work through several steps. If you and the candidate meet all the requirements, the candidate gets permanent resident status in Canada.
About Designation
Before you can make a job proposal and hire a candidate, you must have a designation by the provincial government of the Atlantic province where the candidate will be working.
Being “designated” means you can offer jobs under the Atlantic Immigration Pilot Program. The provinces handle designation.
To be designated, your organization must:
- Be in good standing
- Have been operating in the Atlantic region for at least 2 years
- Work with a settlement service provider organization to help your candidates get settlement services
If you meet these criteria, you can apply to the province to become designated.
- Work with a settlement service provider organization
- Before you apply to become designated, you must work with a settlement service provider organization. This organization must be located in a community where your candidate will be working. It will help your candidate adjust to life in Canada and make sure your workplace is ready to welcome newcomers.
- Find settlement service provider organizations in the Atlantic region.
- Your application must show that you are in contact with a settlement service provider organization.
Apply to the Province to become Designated
Each province has its application process. There is no cost to become a designated employer. You can find applications to become designated on the provinces’ websites:
- New Brunswick
- Newfoundland and Labrador
- Nova Scotia
- Prince Edward Island
The regions handle designation. Send any questions about designation to them. We aren’t involved in the designation process.
- You only have to apply once to be designated by a province.
- You don’t need to apply for each candidate
- You can apply for designation even before you find a candidate.
- You must be designated in the province where the candidate will be working. If the candidate is working in several regions, you must be appointed in all those provinces.
- You can’t hire someone under the Atlantic Immigration Pilot Program if they won’t be working in an Atlantic province.
- When you are designated, you’ll receive a Confirmation of Designation from the province.
Find a Candidate
When you are designated, you can hire skilled workers and international graduates in Atlantic Canada. The Atlantic Immigration Pilot Program doesn’t match candidates with jobs. You may find a candidate on your own or a candidate may approach you.
