5 Easiest Provinces To Get PR In Canada in 2023

Depending on your profile, the nomination programs of provinces may be the simplest way to obtain PR in Canada. So, which provinces make it the simplest for candidates with no ties to Canada to obtain PR?

Many nominee programs are available, each with eligibility requirements that differ from one another. Provincial Nominee Programs (PNPs), are designed to respond to a province’s current immigration needs. These programs usually target candidates with experience in high-demand occupations.

Canada is an excellent option for immigration, and some provinces are easier to become eligible for than others. Some PNPs, like the Ontario PNP, require a connection to the region – such as a job offer or work experience – to apply for nomination. However, some PNPs, like the Capital and Coast Provincial Nominee Program (PNP), require no connection whatsoever.

Easiest Provinces To Get PR in Canada

Canada is an immigrant-friendly country. They not only welcome immigrants from around the world, but provide them with basic care and facilities similar to other Canadian citizens. The Canadian Government has designed and put into place easy-to-follow immigration laws, rules, and documentation processes in order to make it easier for newcomers to settle in Canada. One of the most popular ways to immigrate to Canada is through Express Entry. Every year, Immigration Refugees and Citizenship Canada (IRCC) offers Invitation To Apply (ITA) status to candidates who have all their paperwork ready.

These are the four provinces that are considered the easiest for international candidates to obtain PR in Canada in 2022:

1.  Saskatchewan’s International Skilled Worker

The Saskatchewan Express Entry program is a Provincial Nominee Program (PNP) that is run by the province of Saskatchewan, and it’s one of the international Skilled Immigrant streams of the Saskatchewan Immigrant Nominee Program (SINP). Candidates with high-skilled work experience in a field that isn’t on the SINP Excluded Occupations List may enter their expression of interest to be considered for this stream. Successful nominees of the Saskatchewan Express Entry stream will be invited to submit a formal application for permanent residence in Canada. The points assessment grid, which is used in this stream, compares and rates potential applicants to determine who will receive a permit for Canadian permanent residence. Only those who have compelling profiles will be allowed to apply formally for this SINP stream. Those applicants who are registered in the federal Express Entry pool are eligible for the Saskatchewan Express Entry Stream.

The Saskatchewan Occupation In-Demand and Express Entry international skilled worker streams are intended to attract candidates with experience in the in-demand professions in the province. These International Skilled Worker streams use an Expression of Interest system to select applicants manually.

To be eligible for the SINP, you must:

  • Have a valid job offer from a Saskatchewan employer in an occupation that is on the province’s in-demand list
  • Score at least 60 points on the SINP point assessment grid
  • Meet the language requirements of Canadian Language Benchmark level 4 or higher in English or French
  • Provide evidence of education, training, and/or professional credentials required for your occupation
  • Have at least one year of full-time work experience related to your intended occupation (unless you are a recent graduate)
  • Demonstrate sufficient financial resources to settle in Saskatchewan

If you meet all of these criteria, you can apply for permanent residency through the SINP. The application process is relatively straightforward and processing times are relatively quick, making Saskatchewan an attractive option for those looking to get PR in Canada.

2. Alberta’s Express Entry Stream

Canada’s western province of Alberta is home to some of Canada’s fastest-growing cities, such as Calgary and Edmonton. With a thriving job market and among the country’s best education systems, Alberta is a notable choice for potential newcomers.

Alberta’s Express Entry stream selects candidates from the federal Express Entry pool to apply for provincial nomination. One major benefit of this stream is that they take a look at CRS scores as low as 300 which means more candidates in the pool will have a chance at getting a Notification of Interest from the province.

Even though a candidate may have a CRS score over 300, that does not guarantee an invitation from Alberta’s Express Entry. The Alberta Immigrant Nominee Program releases the CRS score of the lowest-ranking contestant in each round of invitations but does not release the additional targeted criteria. Listed below are factors that can increase a candidate’s chances:

  • Working with a relative like a spouse or a parent who lives in the Alberta region is a great way to achieve family reunification;
  • Someone who has lived in Alberta for at least a year; and
someone who has at least one year of experience, or a job offer.
  • A completed diploma at a Canadian post-secondary institution

Anyone who is eligible to immigrate to Canada can apply through the federally-administered Express Entry system. Provincial nominations will significantly increase an applicant’s Comprehensive Ranking System (CRS) score, which ensures that they most likely will receive an ITA for PR in the next Express Entry draw.

Alberta is frequently regarded as one of the simplest provinces to obtain PR in Canada due to its low CRS requirement.

3. Ontario’s Human Capital Priorities Stream

Canada is a popular country for immigration, and many newcomers want to start out in Ontario due to its exciting and vibrant metropolis, Toronto. As a result, the province needs to use Provincial Nomination Programs to assist many immigrants. Canada is home to many new immigrants who move there from other countries, and as of 2016, the most popular province for new immigrants to live in was Ontario. The nation’s capital, Ottawa, is located in this territory as well as Toronto, which is Canada’s economic center.

The Ontario Immigrant Nominee Program (OINP) is a Provincial Nominee Program that offers foreign nationals the opportunity to settle permanently in Canada. It’s set up to draw immigrants in fields like skilled labour, workers with a shortage of labour, entrepreneurs, and investors, under three different categories:

Ontario’s Human Capital

Ontario human capital refers to the various types of immigration streams that aim to attract workers to Ontario. These streams emphasize knowledge, skills, or experience that indicates to outsiders that they would easily be able to find employment in Ontario. One of these streams is probably a good fit for applicants who speak English and French fluently and have relevant work experience in Canada, as well as a strong profile on Ext Express Entry.

  • Human Capital Priorities – Express Entry
  • A skilled worker who is fluent in French – Express Entry
  • Skilled Trades – Express Entry
  • Masters Graduate
  • P.H.D. Graduate

Because of Ontario’s high immigration quotas, the province organizes regular draws, making it one of the easiest provinces for qualifying individuals to obtain PR in Canada.

4. Nova Scotia’s Labour Market Priorities Stream

Canada’s east coast, Atlantic Ocean. The province of Nova Scotia sits on Canada’s eastern coast and is surrounded by water. Its low cost of living, as well as its laid-back lifestyle, make it a dream destination for many people.

Nova Scotia’s Labour Market Priorities also selects candidates directly from The Express Entry Pool, which often invites profiles without a connection to the province. This stream is considered one of the easiest PNPs for overseas applicants to obtain PR.

Nova Scotia does not publish the criteria that they will be targeting before each intake round but instead spend hours contacting candidates with no connections to the province. Prospective nominees must have an active Express Entry profile and voluntarily indicate their interest in the province.

Nova Scotia is currently holding a nomination process for candidates who have been invited by the province. The Nova Scotia Stream operations in connection with Express Entry, meaning that successful nominees will gain 600 CRS points on their profile, which essentially guarantees that they’ll receive an ITA in a federal Express Entry draw.

5. British Columbia Provincial Nominee Program (BC PNP)

British Columbia is one of the largest provinces in Canada, and also one of the most significant contributors to the Canadian economy. This immigrant-friendly province offers safe and secure living conditions, educational facilities, social welfare schemes, and many job opportunities for skilled professionals and immigrants. It’s easy for people to immigrate here thanks to its quick immigration process with low documentation requirements. Amongst the top provinces in Canada, British Columbia offers some of the easiest access in terms of PR eligibility. Employers do not require mandatory work experience in a few categories within this province.
