Provincial immigration programs face major cuts in 2025 targets

Canadian provinces are confronting significant challenges as federal immigration targets for Provincial Nominee Programs (PNPs) have been slashed by 50% for 2025. Manitoba and Newfoundland and Labrador officials have voiced concerns about the reduced allocations, dropping from 110,000 in 2024 to just 55,000 in 2025. While a new “In-Canada Focus” category has been introduced with 82,890 admissions allocated, it may not fully compensate for the dramatic reduction in provincial immigration targets. The changes are forcing provinces to reassess their immigration strategies and raising concerns about addressing local labour shortages.
