The Canada Border Services Agency (CBSA) has announced plans to establish its first preclearance operation at the Cannon Corners port of entry in New York, adjacent to Quebec’s Covey Hill crossing. Set to begin in 2025, this two-year initiative will see Canadian border officers operating from a shared US facility, conducting security screenings and admissibility checks before travellers enter Canada. The Covey Hill port will be closed during this period, with all traffic redirected through Cannon Corners. While most immigration processes will be handled at the preclearance site, refugee protection claims must still be made at Canadian ports of entry.
