Trudeau acknowledged that “bad actors,” including fake colleges and exploitative corporations, have taken advantage of the system. The new plan distinguishes between permanent and temporary immigration, introduces caps on international students, and prioritizes skilled permanent residents in critical sectors. While some business leaders express concerns about labour shortages, the government argues that these changes will provide “breathing room” for communities and ensure a fairer, more sustainable immigration system.
