The Council of Ontario Universities (COU) has warned that recent federal changes to international study permits are expected to have a devastating financial impact, projecting losses exceeding $300 million for 2024-25, which could rise to over $600 million the following year. These changes, including Master’s and PhD students in the international student cap, complicate the application process and may deter highly skilled students from choosing Canada. With less than 20% of their international student body, Ontario universities have modestly increased international enrolment while providing essential support services. Faced with ongoing financial challenges, including substantial deficits and inflation, ten universities anticipate millions in financial shortfalls in the coming years, exacerbated by the recent permit changes. The COU emphasizes the federal government’s need to rebuild Canada’s global reputation as an attractive destination for international talent while urging the provincial government to protect universities from further cuts and fully allocate funding and spaces for advanced degree programs to Ontario institutions.
