On October 24, 2024, Immigration, Refugees and Citizenship Canada (IRCC) released the 2025-2027 Immigration Levels Plan, introducing a comprehensive strategy for managed migration. For the first time, this new plan includes targets for permanent and temporary residents, aiming to balance economic growth with community capacity. The government plans to reduce the share of temporary residents to 5% of the total population by the end of 2026 while setting permanent resident admission targets at 395,000 in 2025, 380,000 in 2026, and 365,000 in 2027.
