To address the uneven distribution of asylum seekers across Canada, Quebec’s Immigration Minister Christine Frechette has proposed a nationwide quota system. In a letter to federal Immigration Minister Marc Miller, Frechette outlined a plan to allocate asylum seekers based on provincial demographics, housing capacity, and historical reception efforts. The proposal, which includes restricting work permits by province and creating financial incentives for compliance, aims to alleviate pressure on Quebec and Ontario, who currently shoulder the majority of asylum claims. With Quebec reporting nearly 190,000 asylum seekers as of June, representing over half of Canada’s total, the province views this as a critical step towards a more equitable and sustainable approach to refugee integration across the country.
