Established in 2014, the International Student Compliance Regime is designed to pinpoint illegitimate students and dubious institutions. According to the IRCC’s 2021 Student Integrity Analysis Report, certain colleges reported up to a 90% rate of “no-shows.” The majority of these non-compliant colleges are privately owned, based in Ontario, and host a large population of students from India who, despite their acceptance, are not attending classes. The Academy of Learning College in Toronto reported a non-compliance rate of 95%, with a 90% “no show” rate, while the Flair College of Management and Technology had a 75% “no show” rate.
