Despite a labour shortage of 200,000 positions, Quebec is increasing tuition for international students to $20,000, with funds directed to French-speaking universities. This decision, justified by Quebec Minister of Higher Education Pascale Dery, alleges that international students do not work in French-speaking jobs post-graduation. However, data reveals that 44% of the 50,000 international students work during their studies. Business groups highlight these students’ contribution to Canada’s labour market, with a surge in international students working part or full-time, increasing from 18% in 2000 to 50% in 2019. Despite this, Quebec maintains its unwelcoming stance towards immigrant students.
