International students who study in Canada or Germany are more likely to immigrate to those countries than any other Organisation for Economic Co-operation and Development (OECD) countries. The OECD’s International Migration Outlook 2022 states that almost all of its 38 member countries have policies to keep international students after graduation. None of these other countries except for Germany have been as successful at holding on to internationally educated graduates as Canada. According to the study, more than 60% of international students who came to Canada and Germany for educational purposes in 2015 were still present in these countries five years later.
