The Government of Canada was going to accept a maximum of 2,500 Afghan nationals who helped Canada’s military in Afghanistan when it announced the special immigration pathway for Afghans. But that figure has not been made public for more than a year. Then the cap has gradually been increased over several months and made public when the temporary policies providing its legal foundation were published more than a year after the program was launched. Immigration lawyers called this gap “inexplicable.”
